But planners should not be asked to explain long-term growth or diagnose structural shifts in performance. The failure mode most organizations fall into is applying planner-level standards of certainty to pioneer-level work. Requiring 95 percent statistical confidence from experiments that need time to develop guarantees nothing new gets built.
