Platform Enforcement Enters a New Phase
The twin gatekeepers of mobile distribution are sending a clear signal: the permissive era is over. In April 2026, both Apple and Google announced sweeping enforcement updates that reshape how apps access user data, generate content, and execute code. For developers, the message is unambiguous—compliance is no longer a post-launch concern. It is a pre-submission imperative.
The changes arrive as weekly submission volumes exceed 200,000 apps, driven in large part by AI-assisted development tools. Review times have ballooned from 24–48 hours to 7–30 days. What was once a largely procedural gate is now an active filtration layer, removing apps at scale for violations that would have passed unnoticed a year ago.
Google Play's Privacy-First Mandate
Google Play is overhauling how apps request access to contacts and location data. By October 27, 2026, apps targeting Android 17 and above must use the Android Contact Picker for one-time contact access. The READ_CONTACTS permission is now reserved exclusively for apps that require persistent, full-catalog access—and those apps must justify the need via a Play Developer Declaration submitted through the Play Console.
The same logic applies to location. Apple's Content Moderation Enforcement Escalates
Apple's enforcement activity has shifted from reactive to proactive. The incident was disclosed in response to a January letter from Senators Ron Wyden, Ben Ray Luján, and Edward Markey, who argued that allowing Grok to generate such imagery would undermine Apple's long-standing defense of its curated App Store as a safer alternative to open distribution.
The Grok case is not an outlier. In the same week, Apple removed Freecash—a scam app that had climbed to #2 in the U.S. App Store charts in January—after months of operation. The app promised users up to $35 per hour for watching TikTok content but was harvesting data including race, religion, health, and biometrics. Freecash stayed live until TechCrunch contacted Apple, at which point it was removed for violating guidelines prohibiting scam practices and misleading marketing.
Freecash had been downloaded 5.5 million times across the App Store and Google Play. The app's developers appear to have acquired an existing App Store listing and renamed it to bypass wiki:app-review, a tactic that worked for months before media scrutiny forced action.
The Vibe Coding Crackdown
Apple is also targeting a more subtle category of violation: apps that generate and execute code at runtime. In March 2026, Apple blocked updates for Replit and Vibecode, pulled the "Anything" app entirely, and removed Botify and Photify AI—apps generating a combined $430,000 per month in revenue. The developer of Botify and Photify AI has filed suit, claiming Apple is withholding over $500,000.
The common thread: these apps violate Guideline 2.5.2, which prohibits apps from downloading, installing, or executing code that "introduces or changes features or functionality of the app" after review. Apps built using AI coding tools like Cursor, Lovable, or Bolt are not inherently in violation. The issue arises when an app generates and runs unreviewed code within the app itself, creating what Apple calls an "audit gap"—functionality that exists after review but was not present during review.
Apple told MacRumors it "does not have any rules specifically against vibe coding apps." The enforcement is against dynamic code execution, a long-standing prohibition now being applied to a new generation of AI-generated applications. Tools that compile to native binaries and submit traditional IPA files are unaffected. The distinction is technical, not philosophical.
The security rationale is not theoretical. Research shows that 45% of AI-generated code contains security flaws, and AI-generated code contains 2.74Ă— more vulnerabilities than human-written code. An audit of apps built with one popular platform found that 170 out of 1,645 scanned apps had completely exposed databases with no Row Level Security, including one app that exposed 18,697 user records.
